WHEREAS, the projected cost for the wastewater utility fund CIP for the next five <br /> years is $02,121,000; and <br /> WHEREAS, the approved CIP budget will primarily maintain services within the <br /> existing service area; and <br /> WHEREAS, the estimated fund balance available for appropriation for the <br /> wastewater utility fund as of .June 30, 2004, is %2.9 million; and <br /> WHEREAS, the City Council has reviewed information concerning wastewaterfees <br /> charged by 19 separate agencies, and of the 19 agencies, nine charge rates lowerthan the <br /> City and nine charge rates that are higher; and <br /> WHEREAS, the City's rate for a single family dwelling is $18.33, although the <br /> average for the group of 19 agencies is higher at $21.07; and <br /> WHEREAS, by adjusting the wastewater rates and fees annually (increase or <br /> decrease) based on the Consumer Price Index(CPI)for all Urban Consumers, as reported <br /> by the U.S. Department of Labor, Bureau of Labor Statistics, for all items, U.S. City <br /> average effective on July 1 of each year, the City will be in a position to provide adequate <br /> revenues to fund the OMI-Thames Wastewater partnership contract when the CP1 <br /> increases or to reduce user rates when the CPI decreases; now, therefore, <br /> • BE IT RESOLVED BY THE COUNCIL OF THE CITY OF STOCKTON, AS <br /> FOLLOWS: <br /> 1. That the City Council finds as follows: <br /> A. The increase in the Service Fees is necessary to maintain reasonable <br /> fund balances and to fund the planned CIP to address new federal and state water quality <br /> requirements, including the NODES permit. <br /> B. The Service Fees will not exceed the estimated reasonable cost of <br /> providing wastewater treatment services. <br /> C. The increase in the Service Fees is categorically exempt from CEQA <br /> pursuant to Section 15273 (a)(3) and (a)(4) of the Guidelines. <br /> 2. That the new schedule of "Wastewater Rates and Fees," effective July 1, <br /> 2003, attached hereto as Exhibit A, is hereby adopted. <br /> 3. That the wastewater rates may be adjusted annually by the City Council <br /> (increase or decrease) annually effective July 1. The wastewater rates are not to exceed <br /> an amount equal to the Consumer Price Index (CPI)for all Urban Consumers, as reported <br /> 2 � ,� " 3 6 <br />
