Upgradien,,,,, Environmental C isultants
July 18,2001
- L),
Mr. William Peters
P. O. Box 338 J + 1 9 26T1
French Camp, CA 95231
YS
Subject: Transmittal of Problem Assessment Report
Kwikee Foods
2081 Country Club Boulevard
Stockton, CA
Dear Mr. Peters:
We have completed the Problem Assessment Report for the Kwikee Foods property and it is
enclosed. We will forward a copy to Mr. Michael Infurna at San Joaquin County and one to Mr.
Mark List at the Central Valley Regional Water Quality Control Board. We will also send a copy
to the State UST Cleanup Fund when we prepare your next reimbursement request.
The report summarizes our investigative work since 1994 and synthesizes it into an interpretation
of the origin and subsequent history of the gasoline contamination n the soil and groundwater
beneath your property. We believe that the report presents convincing evidence that the origin of
the groundwater contamination is the underground storage tanks that were located at the former
Chevron service station west of your property at 2103 Country Club Boulevard. We have recently
obtained analytical data for wells that were drilled at that site, and using the most recently
collected samples, have mapped a contaminant plume that emanates from the Chevron site and
spreads eastward beneath Franklin Avenue to the southwestern corner of your property. Further,
... the historical record of the Chevron well nearest your property indicates that the plume was
already well developed and present beneath your property at least two years before our
investigation began in 1994. Fortunately, however, contaminant concentrations have since
decreased by more than 80%. We anticipate that this decline will continue, particularly now that
the Chevron site is undergoing soil and groundwater remediation, and therefore our report
concludes that the investigation of your site is complete and that no active remediation is
necessary. Groundwater monitoring should continue through the end of this year, and if the
expected trend continues, we recommend preparing a Site Closure Report in early 2002.
If you have any questions regarding the report, please do not hesitate to call.
Sirjeere-,y,
Victor B.
