I informed Gettler-Ryan that we had received a <br /> directive from your office in January 2002 to perform two additional quarters of groundwater monitoring at <br /> this site.Those two monitoring events took place in February and May of this year,and reports were <br /> submitted to your office in March and July.I also informed Gettler-Ryan that we were waiting for a <br /> response from your office before scheduling further monitoring at Kwikee Foods,and therefore could not <br /> comply with their scheduled monitoring date. <br /> It is our understanding that County-State Local Oversight Programs specify that the regulatory agency has <br /> thirty(30)days to submit written comments to the Responsible Party regarding recommendations made on <br /> the RP's behalf by consultants in site reports.It has now been approximately 60 days since the Second <br /> Quarter Report was submitted and more than 120 days since the First Quarter Report was submitted,and no <br /> response has been received. <br /> In both reports,as in previous reports,we concluded that groundwater contamination at Kwikee Foods is <br /> due to migration from the former Chevron site at 2103 Country Club Boulevard. We discussed 2002 data <br /> that demonstrate that when the remediation system at 2103 Country Club is in operation,local groundwater <br /> flow is reversed and flow is westward,causing a decline in contaminant concentrations in the two impacted <br /> wells on the west side of the Kwikee site.When the remediation system is inoperative,groundwater resumes <br /> its natural eastward flow,and concentrations begin to rise again in the two Kwikee wells.Based on these <br /> and other observations,we again recommended"that responsibility for groundwater remediation at the <br /> Kwikee site be transferred to Chevron,and that our client,Mr. William Peters,be relieved of any further <br /> obligation and liability.We also recommended that the monitoring wells at Kwikee Foods be destroyed in <br /> accordance with County regulations. <br /> As we have received no response to the contrary,we assume that PHS/EHD concurs with these <br /> recommendations and that the County regards the investigation as complete.
