for several years; hence, contaminated groundwater could not have flowed southwest from Kwikee
• Foods.
5.0 CONCLUSIONS AND RECOMMENDATIONS
Two consecutive quarters of groundwater monitoring have now demonstrated that gasoline-range
hydrocarbons are not migrating to the east or north of the former underground storage tank cavity at
the Kwikee Foods site. Rather, hydrocarbons are concentrated in the two wells nearest the
southwestern corner of the site,-and concentrations probably increase off site to the west. This
suggestion could be confirmed by examining the laboratory data from the wells at the Chevron site
on the west side of Franklin Street. If, as we infer, concentrations increase in that direction, it must
be concluded that Kwikee Foods has been impacted by contamination migrating from across the
street, and is not the source of the groundwater contamination that has been detected in the
monitoring wells at Kwikee Foods. This conclusion would be consistent with the groundwater
gradient, which has implied eastward groundwater flow for the past several years.
If comparison of the Kwikee Foods and Chevron laboratory date confirm that gasoline
concentrations decrease relatively uniformly and consistently from the Chevron site to the Kwikee
site, Mr. Peters should not be held responsible for further investigation or remediation. Instead, our
recommendation would be that PHS/EHD transfer responsibility to the owners of the former
Chevron station.
4 ,
