1.0 INTRODUCTION <br /> 1.1 Background <br /> Kwikee Foods is a convenience store and former gasoline filling station located at 2081 Country <br /> Club Boulevard in Stockton, California. Figure 1 shows the location of the site, and Figure 2. is a <br /> generalized map of the site and surrounding properties. The property is owned by Mr. William <br /> Peters, and has been leased out for several years. Investigation of subsurface petroleum <br /> contamination was begun in 1994, and in July 2001 Upgradient Environmental Consultants <br /> completed a Problem Assessment Report that described the character and extent of gasoline in soil <br /> and groundwater. On behalf of Mr. Peters, Upgradient Environmental subsequently submitted a <br /> Site Closure Report requesting the San Joaquin County Environmental Health Department (EHD) <br /> to close the investigation as a"low-risk groundwater case". <br /> 1.2 Purpose <br /> EHD denied the closure request in January 2002 and directed Mr. Peters to continue groundwater <br /> monitoring through the second quarter of 2002. Reports were submitted in March and June, and <br /> EHD completed its review of these in September. In subsequent correspondence, EHD concluded <br /> that the information was insufficient for site closure, and requested either a work plan for additional <br /> investigation or an updated closure request presented in the context of a site conceptual model that <br /> more effectively demonstrates the conclusions provided in previous reports. Therefore, the purpose <br /> of this report is to present a more detailed and thorough analysis of the origin and evolution of <br /> gasoline contamination at the site and to provide convincing evidence that further investigation is <br /> unnecessary. <br /> 1.3 Data Analysis <br /> Whereas previous reports have been based primarily on data collected from the Kwikee Foods <br /> property, this report includes considerable analysis of the data generated at the former Chevron <br /> gasoline station located across the street at 2103 Country Club Boulevard. That site has been under <br /> investigation since 1986, and has been undergoing remediation since 2000. Recently, boring logs <br /> for several of the monitoring wells at that site were obtained from SECOR, Inc (Appendix A), and <br /> water depth and groundwater analytical data for the wells at that site have been obtained from the <br /> Regional Water Quality Control Board (Appendix B)..These data have been integrated with data <br /> from the Kwikee Foods site to generate numerous maps, cross sections, and graphs for this report. It <br /> was not possible, however, to obtain and review all of the potentially useful data generated at the <br /> Chevron site within the time frame set by VHD for submission of this report. <br /> 1.4 Organization of this Report <br /> . 3 _ . <br />
