Boulevard Auto page 2
2151 Country Club, Stockton.
As an option to the bonding expense associated with municipal encroachment
permits needed for these monitoring wells, EHD recommends that you install the
needed monitoring wells on private property, as was done for MW-7. Monitoring
wells placed in the general area (within 25 feet) of the contamination noted in the
CPT borings would satisfy your monitoring well installation requirement.
As previously discussed, ground water migration control (interim pump-and-treat)
may still be necessary if there is a threat to a receptor or to the public, or the
plume is unstable and migrating. EHD requested that you submit a justification
(threat, feasibility, comparative cost effectiveness, etc.) so your consultant's
conclusion can be evaluated. As of the date of this letter, the information has
not been submitted to EHD.
Your consultant recommended that a Corrective Action Plan (CAP) be submitted
to EHD. Once the petroleum plume has been laterally and vertically defined, the
CAP, which should include the final conceptual model and an evaluation of the
most cost effective and feasible remedial alternative, may be submitted. A
potential appears to exist for commingled plume status with the Chevron site
located to the west. A Model should be prepared that addresses this potential.
Thank you again for your cooperation in the required investigation for this site.
You may contact Michael Infurna at (209) 468-3454 should you have any
questions or wish to discuss the site. Mr. Infurna can be reached by electronic
mail at minfurna(a)sicehd.com.
Donna Heran, REHS, Director
Environmental Health Depart t
Michael J.
