Boulevard Auto page 2 <br /> 2151 Country Club, Stockton. <br /> EHD concurs that no clear distinction of individual ground water plumes in the <br /> shallow ground water between this site and the former Chevron site to the east <br /> currently exists and that the shallow plumes on the two sites are commingled. <br /> The relationship between sites in the deeper permeable hydrological units is not <br /> defined and will require further investigation. In order to fully evaluate the <br /> recommendation that installation and operation of an interim groundwater pump- <br /> and-treat remediation system to inhibit migration of dissolved petroleum <br /> hydrocarbon-impacted ground water offsite towards the north and northeast, <br /> EHD requests additional justification (threat, feasibility, comparative cost <br /> effectiveness, etc.) be submitted, as well as well design and construction details. <br /> EHD concurs that quarterly monitoring for all wells should continue and strongly <br /> recommends that the monitoring events at your site and the Chevron site <br /> continue to be conducted on the same day. In addition to MW-12, EHD concurs <br /> with the recommendation that additional multi-level monitoring wells be installed. <br /> EHD has recently approved a work plan for Chevron that will provide for CPT <br /> installations on that site. Chevron's investigation will include a shallow and <br /> deeper ground water investigation in the area close to the Boulevard Auto <br /> property line to provide data to better evaluate a commingled plume model. <br /> For the most part, this SCM has identified the most obvious concerns related to <br /> the unauthorized release from the USTs. Additional investigative work is needed <br /> to define the lateral and vertical extents of the ground water plume. Ground <br /> water migration control (interim pump-and-treat) may be indicated and justified if <br /> it can be shown that a threat to a receptor or to the public exists or that the <br /> plume is unstable and increasing its impact to the subsurface. <br /> Thank you for the extensive and involved effort to provide this document.
