Buckeye Partners,L.P..API 653 Tank Inspection Interval Guideline <br /> Buckeye Partners Tank Integrity Program operates based on the API 653 Standard,with interpretation guidelines <br /> detailed below. At the time of this writing,the latest standard is 4`"Edition API 653,2"d Addendum,2012. <br /> • For non-DOT regulated tanks,certain state regulations are more stringent than API 653,and guidance is <br /> provided for those cases. <br /> • Buckeye allows a 20-year maximum internal inspection interval(even if longer intervals are allowed per <br /> regulation). <br /> • There is a separate guideline for non-DOT regulated,smaller tanks(which refers to the STI standard). <br /> INITIAL INTERNAL INSPECTION INTERVAL(excluding DOT regulated tanks): <br /> As per the 4"Edition of API 653,Addendum 2, Paragraph 6.4.2.1.1: <br /> • A new tank floor(new construction,new 2ntl bottom or complete floor replacement)with a Release <br /> Prevention Barrier— <br /> b 20-year inspection interval <br /> • A new tank floor(new construction,new 2"d bottom or complete floor replacement), new annular ring <br /> withouta Release Prevention Barrier- <br /> 10-year inspection interval plus applicable'Safeguard'extension intervals(+Syears forproduct-side <br /> fiberglass-reinforced lining,+2 years for a product side thin-film lining,+5 years for soil-side CP). Forfull <br /> definitions,see API 653 Table 6.1—Tank Safeguard. <br /> Note: <br /> • A Release Prevention Barrier exists if under-bottom leak containment and detection is present;see API 650, <br /> Annex I,for the full definition. Tanks that have 2"tl bottoms(double bottoms)typically have a Release <br /> Prevention Barrier installed. <br /> INITIAL INTERNAL INSPECTION INTERVAL(DOT regulated tanksl: <br /> As per the DOT recognized 31d Edition of API 653,Addendum 3, Paragraph 6.4.2.2 <br /> • A new tank floor(new construction, new 2"d bottom or complete floor replacement)or a new annular ring- <br /> b 10-year initial inspection interval,regardless of tank safeguards. <br /> SUBSEQUENT INTERNAL RE-INSPECTION INTERVAL: <br /> Follow the 4" Edition of API 653,Addendum 2,Paragraph 6.4.2.2,while also considering the more stringent state <br /> rules below. This method relies on usingthe measured tank bottom corrosion rate and the minimum remaining <br /> thickness calculations. Buckeye allows a maximum interval of 20 years. <br /> Notes: <br /> • For DOT regulated tanks that meet all of the following criteria,only an every5-year external inspection will be <br /> performed (no internal inspections are ever required): <br /> o Less than 50,000 gallons capacity,and, <br /> o No API nameplate,and, <br /> o Tank has a flat bottom resting on a concrete pad or Tank is elevated so bottom can be inspected, and, <br /> o No internal access from a ground level man-way. <br /> Buckeye API Inspection interval guideline Rev 12-18-2012.docx December 18,2012 <br />
