• When validating inspection intervals for active tanks, when limited or no repair documentation is available,
but the last OO5 Inspection report is available:
b Assume all repairs listed in the'Recommendations'were completed.
o If multiple repair options were listed, and if no documentation proves otherwise(like nameplate
info or stenciling on the tank indicating a liner, for example),the shortest inspection interval(least
#of years)shall be used.
STATE RULES (for states that have more conservative intervals than API 6531:
This section applies to tanks that operate under State or Dual jurisdictions(does not apply to DOT'only'
regulated tanks in these states).
The following states have maximum internal inspection intervals of 10-years:
• New York(NYDEC),Virginia(VADEQ)and Florida(FLDEP)
o Note that New York(NYSDEC) regulated tanks with double bottoms or a design utilizing a Release
Prevention Barrier/leak detection are not limited by this 10-year rule. Tanks meeting these design
criteria follow the normal API 653 subsequent inspection intervals(Buckeye's 20-year maximum
interval).
The following state has a maximum internal inspection interval for non-DOT regulated tanks with internal
painting/lining:
• Pennsylvania(PADEP)-10-year maximum internal inspection interval for tanks with linings.
o Typically perform a full corrosion scan at this 10 year inspection.
o For non-lined PADEP regulated tanks, follow the normal API 653 initial and subsequent inspection
intervals(Buckeye's 20-year maximum interval).
EXTERNAL INSPECTION INTERVAL:
As per the P Edition of API 653,Addendum 3, Paragraph 6.3.2.1:
• All tanks inspected per API 653 will be given a visual external inspection by an authorized API 653 inspector
every five(5)years.This inspection shall be identified as an external inspection. In addition to documenting
visual observations, lower tank shell UT thickness readings are to be taken and documented as well.
o Internal Inspections serve as external inspections,as they are more complete. Therefore the external
inspection interval gets'reset'after an internal inspection.
Buckeye API Inspection interval guideline Rev 12-18-2012.docx December 18,2012
