PHS/EHD has the following comments for your
consideration.
The report included the results obtained from analysis of groundwater samples collected on
July 30, 1996. During the field inspections of the July 30, 1996 groundwater sampling
event, PHS/EHD observed problems regarding the condition of the traffic boxes and the
locking seals on the wells. The worst problems were noted with MW2 and included: an
unbolted traffic box lid and an unlocked expandable locking cap. Numerous wells had
locking caps which required replacement or which were not properly tightened.
Unfortunately, equipment to perform the necessary repairs was not available. You should
note that these conditions were present prior to the July 30, 1996 field inspection.
As you are aware, PHS/EHD makes periodic inspections of sampling events, but cannot
provide inspections of each sampling event. Therefore, PHS/EHD reviews the sample field
data sheets that are included with the quarterly reports. The condition of the wells must
be included on the sample field data sheets so that PHS/EHD may monitor the condition of
the wells. Also, PHS/EHD has requested that the depth to water measurement be
collected prior to sampling, following the completion of purging activities, to verify
recharge. This information should also be included on the sample field data sheets.
Significant groundwater contamination was detected in monitoring wells on site and off
site. PHS/EHD understands that off site access will be obtained from the City of Stockton
within the next few weeks and that access to St. Bernadette's Church property has already
been granted. Once the access agreements have been obtained, forward them with
PHS/EHD permit applications, so that drilling permits may be issued.
The concentrations of methyl tertiary butyl ether (MTBE) which has been observed in MW4
located on St. Bernadette's Church property will require further analytical investigation and
may warrant the installation of an additional well downgradient of MW4 (north-northeast).
The samples collected fourth quarter from MW4 must also undergo EPA8260 analysis to
confirm that the contamination detected is indeed MTBE.
A Division of San Joaquin County Health Care Services
