A <br /> r _ <br /> 6R0 <br /> Ms. Mary Meays <br /> April 17, 1995 (94-47-8620) <br /> If PID readings exceed 300 ppm v, work in and around the excavation will cease until <br /> emissions abate and levels drop to below 100 ppm v. The excavation may be covered with <br /> plastic sheeting if emissions do not readily disperse. Additionally, if the shutdown action level <br /> is reached, a one liter tedlar bag air sample will be collected from the downwind property <br /> boundary at the breathing zone using a diaphragm pump. The flow rate of the pump will allow <br /> a one liter sample to be collected over a two to five minute period (0.5- to 0.2-liters per minute). <br /> The sample will be analyzed for volatile organic compounds by EPA Method 8240. <br /> These action levels have been chosen to reduce potential off-site impact of emissions and <br /> protect on-site personnel from respiratory hazards associated with volatile petroleum <br /> hydrocarbons. Action levels were established after review of Rule 1166 from the South Coast <br /> Air Quality Management District, recommendations of the American Conference of Governmental <br /> Industrial Hygienists, and input from the San Joaquin Valley Unified Air Pollution Control <br /> District. Respiratory protection for working personnel is discussed in the site-specific safety plan <br /> which will be kept on site at all times. <br /> We appreciate the interest of the SJCPHS/EHD in the site and trust this letter meets your <br /> requirements.
