(Fugro), on behalf of Shell Oil Products Company, is providing this <br /> letter proposing a protocol for vapor monitoring during the removal of UST. This letter has been <br /> submitted in response to a telephone conversation with San Joaquin County Public Health <br /> Services,Environmental Health Division (SJCPHS/EHD)on March 22, 1995. The SJCPHS/EHD <br /> asks that we clarify "engineering controls", as proposed in the March 8, 1995 addendum to the <br /> original "Soil Management Plan" (February 8, 1995), and establish action levels for <br /> implementation. <br /> During excavation, Fugro will monitor the air quality using a photoionization detector <br /> (PID) calibrated to 100 parts per million, volume (ppm v) isobutylene. Monitoring will be <br /> performed in the breathing zone at the downwind property boundary approximately every 30 <br /> minutes, or more frequently as conditions demand. Readings will be recorded on the attached <br /> form and submitted with status reports to the SJCPHS/EHD. Three action levels are proposed: <br /> PID READING (ppm v) A(-HON <br /> 0-100 No action necessary. <br /> 100-300 Mist application of water as an emission suppressant. <br /> Shutdown of excavation operation. <br /> >300 Collect a one liter tedlar bag sample for analysis. <br /> Line excavation with plastic sheeting. <br /> When PID readings exceed 100 ppm v, misting of the soil and excavation will occur. <br /> Mist application of water to the soil and excavation will retard the volatilization of organic <br /> compounds into the atmosphere and act as a dust prevention measure. The application will be <br /> done with a mister attached to a hose. The mist will be evenly applied along the sides and base <br /> of the excavation.
