(Fugro), on behalf of Shell Oil Company, is providing this correspondence to <br /> meet the requirements of San Joaquin County Public Health Services for a soil excavation and <br /> management plan for the subject site. This plan applies to any soil potentially excavated and <br /> stockpiled during the removal and replacement of underground fuel storage tanks (UST) on site. <br /> This plan has been prepared as a contingency in the event petroleum hydrocarbons are detected <br /> in soil at concentrations that warrant further excavation. <br /> Removal of the four UST and ancillary piping and equipment could generate approximately 700 <br /> cubic yards of soil. This soil could potentially be impacted by petroleum hydrocarbons. To <br /> prepare for this, soil excavated during UST removal will be stored on and under plastic sheeting <br /> pending laboratory analyses. Soil samples will be collected from the soil pile in order to <br /> characterize the soil for disposal. Any soils that are hauled from the site will be transported to <br /> an appropriate disposal facility by Manley & Sons of Sacramento, California, a licensed hauler. <br /> Landfills that Shell currently uses include B&J of Vacaville, BFI of Livermore, and Forward, Inc. <br /> of Manteca, California. Local (county) landfills have also been used provided the stockpiled soils <br /> meets all local agency profiling requirements. To characterize the material, two samples will be <br /> collected for approximately every 50 cubic yards of stockpiled soil. The samples will be <br /> delivered to Sequoia Analytical (Sequoia), of Sacramento, California, for chemical analysis. <br /> Sequoia is a state-certified analytical laboratory. Fugro plans to perform all soil sampling in <br /> accordance with the California "LUFT" Manual and "Tri-Regional" guidelines. Each sample will <br /> be analyzed for total petroleum hydrocarbons, as gasoline (TPH-G), benzene, toluene, <br /> ethylbenzene, and total xylenes (BTEX).
