2575 County Club
August 1997
Page 3
Additionally, Shell should contact Mn. Helen Harris, about re-sampling the domestic well
located at 2456 Country Club which was last sampled on January 30, 1995 and which did not
undergo methyl tertiary butyl ether analysis.
It is hoped that this last phase of investigation will provide all the information necessary to
prepare a corrective action plan pursuant to the Underground Storage Tank Regulations, CCR
Title 23, Division 3, Chapter 16 and the Health and Safety Code Chapter 6.75. PHS/EHD had
anticipated that the investigation requested in PHS/EHD's directive dated April 7, 1997 would
have been completed by now and that a corrective action plan submitted by October 1997. All
field actives which have been directed by PHS/EHD and any required feasibility studies
must be completed by October 31, 1997 and a corrective action plan submitted by
December 31, 1997.
Three years is certainly long enough to complete all soil and groundwater investigations and
feasibility studies necessary to prepare and implement a corrective action plan. It is entirely
possible that the extended period of time between the implementing of emergency response
actions and when corrective action may be implemented, not likely before March 1998, has
contributed to the migration of contaminants to distances greater than 450 feet horizontally and
46.5 feet vertically.
Please note that if you have not done so already, PHS/EHD encourages Shell to submit an
application to the State Water Resources Underground Storage Tank Cleanup Fund.
If you have any questions, please contact me at (209) 468-0337.
Dolma Heran, REHS, Director
Environmental Health Division
Mary Meays, Senior REHS Marg=gorio, RENS
Site Mitigation Unit Supervisor
cc: Elizabeth Thayer, Central Valley Regional Water Quality Control Board
cc: Steve Gutierrez, San Joaquin County Board of Supervisors
cc: Father Patrick Moore, St. Bernadettes, 2544 Plymouth Road, Stockton CA 95204
cc: David and Pamela Warman,2468 Country Club, Stockton CA 95204
cc: Mr. and Mrs. Arthur Harris, 2456 Country Club, Stockton CA 95204
cc: Mr. Ed Christopher,2450 Country Club, Stockton CA 95204
cc: Kathy Franco,2454 Country Club, Stockton CA 95204
cc: Joe Neely, Enviros
