PUBLIC HEALTH SERVICE
PQ.U,N
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION
Karen Furst, M.D., M.P.H., Health Officer
304 East Weber Avenue, Third Floor • Stockton, CA 95202
209/468-3420
SOUTHLAND CORPORATION MAY 14 2001
PAUL SARRETT
10220 SW GREENBURG RD STE 470
PORTLAND OR 97233
RE: 7 Eleven Store #14117 Site Code:1073
2725 Country Club Blvd. LOP-RO#:0000013
Stockton, CA., 95204
San Joaquin County Public Health Services, Environmental Health Division (PHS-EHD)
has reviewed the "First Quarter 2001 Monitoring and Sampling Report" dated March 30,
2001 as submitted by IT Corporation on May 3, 2001 and has the following comments.
This quarterly monitoring report (QMR) covered the sampling event held on February 7,
2001. The analytical laboratory data from the groundwater samples for all four
monitoring wells reveal that all the wells are impacted by the petroleum release
associated with this site. Of particular concern is the methyl-tertiary butyl ether (MtBE)
concentration in MW-2. The 11,000 micrograms per liter (µg/1) of MtBE is the highest
concentration reported for this site. Additionally, the concentration of MtBE in MW-2
indicates a pattern of generally increasing values.
I have referred this site to the Underground Storage Tank Unit of PHS-EHD and have
requested an inspection of your tanks and delivery system.
You have been monitoring the groundwater quality for petroleum impacts since the
monitoring wells were installed in May 1999. The data from the quarterly reports has
indicated that there is no consistent direction of groundwater gradient and petroleum
constituents have impacted all of the monitoring wells. The groundwater plume is not
defined and you have not recommended a next course of action to define the plume. In
order to ensure that you progress towards completing your required investigation, PHS-
EHD will require you to implement the following schedule.
You are hereby directed to submit a work plan to define the groundwater plume
by July 9, 2001. Additional monitoring wells.are needed in all areas surrounding the
site. The vertical extent of soil contamination on site is to be defined and monitoring
wells with short-screened intervals should be installed if deep soil contamination is
detected.
You are hereby directed to complete the investigative phase for this site and
submit the Problem Assessment Report by June 28, 2002.
A Division of San Joaquin County Health Care Services
