Two soil samples were collected from each
boring and laboratory analyses have confirmed that only a slight Xylene detection
was found in MW-7 at 20 feet below the surface. PHS-EHD concurs with your
consultants conclusion that the petroleum contamination to the west, northwest
and the south has been delineated. After comparing this data with data included
in the "Well Installation Report" dated August 12, 1999 by IT, it appears you have
effectively defined the core area of the soil contamination and have a good start
on defining the petroleum limits in the groundwater beneath the site.
Recommendations included within the latest report suggested continued
quarterly monitoring, a `well survey', an eight hour dual-phase high-vacuum
(DPHV) test utilizing the monitoring wells within the identifiable core area, and
possibly installation of additional wells (soil vapor extraction) in the future. PHS-
EHD concurs with these recommendations. A work plan to enact these
proposals should be submitted immediately to PHS-EHD for review.
In previous PHS-EHD correspondence (May 14, 2001) a deadline was
established for the submittal of the Problem Assessment Report (PAR). This
June 28, 2002 deadline remains in effect. Other deadlines established in that
correspondence were not met and PHS-EHD approved an extension request for
the due date for this latest report. PHS-EHD advises that adequate steps should
be taken now to ensure that the PAR submittal date is met. Extensions will only
be approved for extenuating circumstances beyond your control. Responsible
parties that fail to meet directives issued by PHS-EHD will jeopardize their ability
to remain eligible to receive reimbursement from the State Water Resources
Control Board Clean Up Fund and could subject themselves to formal
enforcement action.
A Division of San Joaquin County Health Care Services
