WASTE DISCHARGE REQUANTS NO. 5-01-114 -4- <br /> PILKINGTON NORTH AMERICA, INC. <br /> PILKINGTON GLASS FURNACE FACILITY <br /> SAN JOAQUIN COUNTY <br /> dispose of approximately 1.7 million gpd of process water. Because the land application <br /> areas require improvements, technical reports documenting preparation of the land areas for <br /> the application of wastewater are required prior to increasing allowable flow rates. <br /> 25. Industrial wastewater is discharged to the sump lift station prior to being discharged to the <br /> concrete lined storage pond, and subsequent land application areas. The storage pond and <br /> land application areas are presented on Attachment B, which is attached hereto and made part <br /> of this Order by reference. <br /> 26. The land application areas consist of the lawn areas (11.4 acres), Site A flood irrigation area <br /> (42 acres), and Site C sprinkler area(8.5 acres). Crops are not presently grown on Sites A or <br /> C. The Discharger is proposing adding Site B (13.5 acres) to the land application area. This <br /> area may not be used until the Executive Officer approves the report required by Prohibition <br /> A.8. The land application areas are not bermed with the exception of a partial berm on the <br /> north side of Site A. <br /> 27. Staff conducted a site inspection on 3 April 2001 and found that wastewater is not being <br /> evenly applied throughout Site A. Instead it has been allowed to pond and infiltrate at the <br /> east end of the field. The area is not fenced or signed to restrict access, nor is it graded to <br /> allow the even application of wastewater over the entire 42 acres. In addition, it is not <br /> bermed to the degree shown on Attachment B. <br /> 28. Site B has not been used for wastewater application in the past. Before it can be used,the <br /> Discharger will need to install pipes to transport the wastewater to the field and evenly <br /> distribute it, build berms, level the land, plant a crop, complete perimeter fencing, and install <br /> signs warning of the use of reclaimed water. During the 3 April 2001 inspection, staff found <br /> that an unknown source of water was discharging into a standpipe at the northwest end of the <br /> field. This Order requires the Discharger to determine the source of this water, and if <br /> wastewater, to cease the discharge until the field has been prepared to accept the waste. <br /> 29. The lawn application area is irrigated with wastewater daily year round. The sprinklers <br /> overspray the lawn and wet the roads within the facility. This overspray is allowed under <br /> this Order only because all stormwater falling on the facility is collected and treated with the <br /> industrial/domestic wastewater. Overspray onto areas where storm water is not collected(i.e. <br /> along Louise Avenue) is prohibited. A portion of the lawn area is fenced; however, there are <br /> no signs warning the public about the use of reclaimed water. <br /> 30. The pond has two sumps designed for pumping water into and out of the pond. The inflow <br /> pumping sump is equipped with four pumps (three 1,000 gpm and one 550 gpm). The <br /> outflow sump has four pumps (two 1,000 gpm, one 550 gpm, and one dedicated for fire <br /> suppression). Except for the fire suppression pump, the outflow pumps are manifolded to <br /> pump to the lawn area, Site A,and Site C. <br /> 31. The pond is equipped with pumps to deliver fire suppression water to the facility. A <br /> minimum of 500,000 gallons of wastewater is required at all times for fire suppression. With <br />
