WASTE DISCHARGE REQUI&ENTS NO. 5-01-114 • -9-
PILKINGTON NORTH AMERICA,INC.
PILKINGTON GLASS FURNACE FACILITY•
SAN JOAQUIN COUNTY
C. Effluent Limitations
1. The discharge of effluent in excess of the following limits is prohibited.
Constituent Units Monthly Average Monthly Maximum
BODS mg/l 40 80
Total Coliform Organisms MPN/100 ml 23 2401
Oil and Grease mg/l 1.0 5.0
Average total coliform organism limit is 23 MPN/100 Hand the number of coliform organisms shall not
exceed 240 MPN/100 ml in any two consecutive sample events.
D. Land Application Area Specifications
1. The discharge shall be distributed uniformly on adequate acreage in compliance with
the Discharge Specifications.
2. As of 30 August 2001, crops shall be grown on each land application area described in
Finding No. 26 whenever the areas are used for application of wastewater. Crops
produced shall not be used for human consumption. Crops shall be selected based on
nutrient uptake capacity, tolerance to high soil moisture conditions, and consumptive
use of water and irrigation requirements. Cropping activities shall be sufficient to take
up all the nitrogen applied. Crops shall be harvested and removed from the application
area.
3. Hydraulic loading of wastewater and irrigation water shall be at reasonable agronomic
rates designed to minimize the percolation of industrial wastewater and irrigation water
below the root zone (i.e., deep percolation)
4. The discharge of industrial wastewater, including runoff, spray or droplets from the
irrigation system, shall not occur outside the boundaries of land application area Sites
A, B, or C. Minimal overspray is allowed at the lawn area as long as:
a. Overspray does not occur along Louise Avenue.
b. All facility stormwater is collected and discharged to the one million gallon
storage pond.
5. Sites A, B, and C shall be surrounded by a berm to prevent off-site discharges. The
lawn covered land application area shall be configured, or closely monitored, to
prevent surface water from leaving the site.
6. Application of wastewater to the land application areas via flood irrigation shall only
occur on furrows or checks graded so as to achieve uniform distribution, minimize
ponding and provide for tailwater control: Furrow runs shall be no longer and slopes
shall be no greater than what permits reasonably uniform infiltration and maximum
practical irrigation efficiency. The minimum furrow slope shall not be less than 0.2%.
7. Wastewater may not be spray irrigated when wind velocity exceeds 30 miles per hour.
