Effluent limitation A.1 requires, in <br /> part,that total coliform organisms not exceed 23 MPN/100 ml as a daily maximum. <br /> Effluent limitation A.7. states: <br /> "Reclaimed wastewater used for lawn irrigation shall meet the criteria contained in Title 22, <br /> California code of Regulations (Section 60301, et. seq.). <br /> Section 60313 of Title 22 requires that: <br /> "Reclaimed water used for the irrigation of p�rks, playgrounds, schoolyards, and other areas <br /> where the public has similar access or exposure shall be at,all times an adequately disinfected, <br /> oxidized, coagulated, clarified, filtered wastewater or a wastewater treated by a sequence of unit <br /> processes that will assure an equivalent degree of treatment and reliability. The wastewater shall <br /> be considered adequately disinfected if the median number of coliform organisms in the effluent <br /> does not exceed 2.2 per 100 milliliters, as determined from the bacteriological results of the last 7 <br /> days for which analyses have been completed, and the number of coliform organisms does not <br /> exceed 23 per 100 milliliters in any sample." <br /> The package plant which treats the sanitary wastewater generated at LOF does not provide equivalent <br /> treatment to that specified in Section 60313. I spoke with Jon Weiss about the need to fence the lawns <br /> to prevent public access, or to cease irrigation of those areas with effluent containing sanitary <br /> wastewater. For areas within the plant site, employees must be informed that reclaimed water is in use, <br /> and educated to take proper precautions to prevent exposure. <br /> Following the inspection I reviewed self-monitoring reports from January through May 1999. The <br /> wastewater exceeded 23 MPN/100 ml four times in five months,based on weekly sampling results. <br /> LOF recently made upgrades to the sanitary treatment plant in order to improve the disinfection of the <br /> wastewater. However,periodic violations are continuing. <br /> SUMMARY: <br /> There has been no discharge to the San Joaquin River from LOF over the term of its NPDES permit. All <br /> wastewater is reclaimed on property under the control of the Discharger. The Discharger has irrigated <br /> lawns with water which does not comply with Section 60313, Title 22, California Code of Regulations. <br /> The Discharger must either fence areas receiving reclaimed water so that public access is prevented, or <br /> cease irrigation of those areas with effluent containing sanitary wastewater. The employees at LOF <br /> must also be informed as to proper precautions to prevent exposure from reclaimed water use inside the <br /> facility. <br /> Patricia Leary,Associate E ter <br />
