(LOF)regarding total coliform effluent
limitation exceedances, and requested actions be taken to prevent continued exceedances. Our review of
monitoring results collected by LOF indicate that problems are continuing, and the sanitary wastewater
treatment plant at the facility is not providing reliable disinfection of the effluent, in violation of Order
No. 91-056. Enclosed is a copy of a memorandum discussing our findings.
LOF must take action to prevent further violations of the Order. The facility may either be upgraded to
provide reliable treatment, or other alternatives may be considered such as hooking up to the sanitary
sewer system operated by either the City of Lathrop or the City of Manteca.
Please submit a report to this office,by 1 May 1988, indicating the actions LOF has taken, or the plans
and time schedule for the actions LOF will take,to fully comply with Waste Discharge Requirements
Order No. 91-056 (NPDES CA0004839). If the violations are not corrected, the Board may take
appropriate enforcement actions authorized by the Porter Cologne Water Quality Control Act(Division
7 of the California Water Code, Section 13000 et seq.), including the possible assessment of civil
liabilities.
Please contact Patricia Leary at(916) 255-3023 if you have any questions.
4AHGREG .
Associate Engineer
PHL:pl
Enclosure
Recycled Paper Our mission is to preserve and enhance the qualityof California's water resources, and
ensure their proper allocation and efficient o sefor the benefit of present and future generations.
