CA0004839 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> LIBBEY-OWENS-FORD C014PANY <br /> LATHROP PLANT NO. 10 <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, (here- <br /> after Board) finds that: <br /> 1. Libbey-Owens-Ford Company, Lathrop Plant No. 10, submitted a report of waste <br /> discharge NPDES No. CA0004839 dated 25 June 1971. <br /> 2. Lathrop Plant No. 10 discharges an average of 0.01 mgd of secondarily treated <br /> domestic wastewater, which combines with an average of 3.2 mgd of storm water <br /> and industrial wastewater, into the San Joaquin River, a water of the United <br /> States, at a point in the NW-1/4 of Section 3, T2S, R6E, ADB&M (projected) , <br /> near the town of Lathrop. <br /> 3. The report of waste discharge, Supplement A, describes the existing discharge as <br /> follows: <br /> Average Flow: 2.79 mgd <br /> Lowest Monthly Average: 0.97 mgd <br /> Highest Monthly Average: 4.32 mgd <br /> Average Temperature (Influent): 62°F (summer) ; 57°F (winter) <br /> Average BOD5: 4.0 mg/l <br /> Average Total Suspended Solids 2.0 mg/l <br /> Average Settleable Matter X0.1 ml/l <br /> Average Phosphorous: 2 mg/l <br /> 4. The Board on 15 June 1971 adopted an Interim Water Quality Control Plan for <br /> the Sacramento-San Joaquin Delta Basin 5B. The Interim Basin Plan contains water <br /> quality objectives for the San Joaquin River. <br /> 5. The beneficial uses of the San Joaquin River are: municipal, agricultural, and <br /> industrial supply; recreation; esthetic enjoyment; and preservation and enhance- <br /> ment of fish, wildlife, and other aquatic resources. <br /> 6. Effluent limitation, and toxic and pretreatment effluent standards established <br /> pursuant to Sections 301, 302, 303(d) , 304, 306, and 307 of the Federal Water <br /> Pollution Control Act and amendments thereto are applicable to the discharge. <br /> 7. The discharge from Lathrop Plant No. 10 is presently governed by waste discharge <br /> requirements which were adopted by the State Water Resources Control Board on <br /> 5 August 1971 in Order 71-24. <br /> 8. The Board has notified the discharger and interested agencies and persons of <br /> its intent to prescribe waste discharge requirements for this discharge and <br /> has provided them with an opportunity for a public hearing and an opportunity <br /> to submit their written views and recommendations. <br />
