LIBBEY-OWENS-FORD COMPANY <br /> LATHROP PLANT NO. 10 <br /> SA14 JOAQUIN COUNTY <br /> 9. The Board in a public meeting heard and considered all comments pertaining to <br /> the discharge. <br /> 10. This Order shall serve as a National Pollutant Discharge Elimination System <br /> permit pursuant to Section 402 of the Federal Water Pollution Control Act, or <br /> amendments thereto, and shall take effect ten days from the date of hearing <br /> provided the Regional Administrator has no objections. <br /> IT IS HEREBY ORDERED, that Libbey-Owens-Ford Company, in order to meet the provisions <br /> contained in Division 7 of the California Water Code and regulations adopted there- <br /> under and the provisions of the Federal Water Pollution Control Act and regulations <br /> and guidelines adopted thereunder, shall comply with the following: <br /> A. Effluent Limitations, Discharge Site 001: <br /> 1. The discharge of an effluent from Discharge Site 001 into the San Joaquin <br /> River in excess of the following limits is prohibited: <br /> 30-Day Daily <br /> Constituent Units Average Maximum <br /> a. Total Suspended Solids mg/l 30 60 <br /> lbs/day 114 140 <br /> b. Oil and Grease(1) mg/l 10 15 <br /> lbs/day 50 52 <br /> c. Phosphorous mg/l 4.0 5.0 <br /> lbs/day 17 17 <br /> d. BOD 5(2) mg/l 15 30 <br /> lbs/day 50 100 <br /> e. MBAS(3) mg/l -- 1.0 <br /> lbs/day 35.0 <br /> f. Settleable Matter ml/1 0.1 0.2 <br /> (1) Trichlorotrifluoroethane. Extraction Method <br /> (2) 5-Day, 20° Biochemical Oxygen Demand <br /> (3) Methylene Blue Active Substances <br /> 2. The discharge shall not have a pH less than 6.5 nor greater than 8.5. <br /> .3. The Average daily discharge shall not exceed 4.0 million gallons. <br /> 4.
