Davis Rd <br /> Stockton CA 95209 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) <br /> has reviewed the "Soil Excavation Report and Case Closure Request" dated December <br /> 14, 2000 that was prepared by Ground Zero Analysis, Inc. on behalf of the above <br /> referenced site and has the following comments. <br /> The report documents fieldwork that took place at this site on November 8, 2000 when <br /> an excavation of contaminated soil from the former waste oil tank pit was performed. <br /> According to the report, approximately 165 cubic yards of soil was removed. Soil <br /> samples for analysis were collected from the bottom of the excavation, and from the east <br /> and north sidewalls. Laboratory results were non-detect for all petroleum hydrocarbon <br /> constituents analyzed. The work was performed in accordance with the "Subsurface <br /> Investigation Summary Report &Work Plan for Interim Remediation" dated October 2, <br /> 2000 and the "Addendum to Work Plan for Interim Remediation" dated October 6, 2000 <br /> that were approved by PHS/EHD in correspondence dated October 11, 2000. <br /> Proposed work that was approved by PHS/EHD in the October 6, 2000 addendum was <br /> the installation of one soil boring by hollow stem auger drilling method to obtain a grab <br /> groundwater sample. This boring was to be done following completion of the over- <br /> excavation work. Collecting a groundwater sample for analysis was also part of the first <br /> approved work plan submitted on behalf of this site, the "Work Plan for Subsurface <br /> Investigation" dated July 20, 2000. The groundwater sample was not collected because <br /> the direct push drilling rig met with refusal at 17 feet. The Recommendations section of <br /> the report requests that PHS/EHD reconsider the need for groundwater sampling, and <br /> that the site be considered for closure based on the existing soil data. Failure to collect <br /> a sample does not constitute justification to forgo the sampling exercise entirely. As has <br /> been discussed with you before, you are required to collect a groundwater sample <br /> before either PHS/EHD or the Regional Water Quality Control Board will consider site <br /> closure. Please proceed with submittal of a well permit application, required $89.00 <br /> permit fee and with scheduling the work.
