Mr. Mike Lescisin - 2 - 19 May 2005 <br /> The Treatability Study concludes that the soil beneath the cooling tower no longer contains hexavalent <br /> chromium. Based on the information provided,Regional Board staff concurs with this conclusion. The <br /> Treatability Study also recommends further bench scale testing because of the elevated manganese <br /> produced during the bench scale testing. Regional Board staff does not concur with this strategy at this <br /> time due to the need for additional'site characterization. Groundwater pollution of additional <br /> constituents such as chloroform,has been discovered. Therefore,Regional Board staff request that we <br /> take a step back to the preliminary assessment phase to evaluate historical and current management <br /> practices for on-site raw material and waste. We would like to arrange a plant tour and meet with the <br /> mangers of the various plant operations, including the energy co-generation facility, so that we can <br /> generate a list of chemicals that are used on-site. In addition, all plant process operation protocols need <br /> to be discussed so that we can discover how the pollutants are being introduced to the subsurface. Once <br /> the list is developed and groundwater is sampled for suspected pollutants, another treatability study <br /> including bench scale tests can be designed. <br /> By 2 June 2005, please contact me to set up this plant-wide meeting.
