I
Page 2
' 23 October , 1990
' During Phase Two , all tanks were washed using a high pressure
hydroblaster with an aqueous solution consisting of 99 . 8%
water and 0 20" industrial cleaner . Each tank was then
' evacuated using a vacuum truck. This process was repeated at
least three times for each tank until it was determined that
the walls and bottom of the tank were clean. A Certificate of
' Triple Rinse is enclosed .
Fifteen hundred gallons of rinseate were generated during this
' process . The rinseate , consisting of the water/industrial
cleaner solution indicated above and only trace amounts of
salt and propylene glycol , was transported to a railcar for
shipment to a RCRA--approved facility in St Louis , Missouri ,
' on 10/10 Upon arrival at the facility, the material will be
thermally destructed and a Certificate of Disposal will be
issued as proof of termination of liability.
After some delay, an inspection of the units occurred on
10/22 . All units were considered clean, with the exception of
Unit 5 , which contained a minimal amount of glass residue on
' the floor of the unit. The remaining material was removed
that afternoon, and the work was declared complete by Mr .
Josef Varniak of Diamond Walnut .
' Although the rinseate will be transported on a hazardous waste
manifest , the material is an aqueous solution which does not
' contain hazardous constituents .
We 11oae this letter with its accompanying documents satisfies
your request. Mr . Ira Fel%ins of Falcon Energy will schedule
' a rollowup meeting with you during the week of October 29 .
Please do not hesitate to contact us regarding any questions
or concerns you may have.
Sincerely,
Bill Dorcey
Falcon Energy Ass ciates
I
