0 0 <br /> inspection of the SVE system was performed by the San Joaquin Valley Air Pollution <br /> Control District (SJVAPCD) on September 5th, 2012. Following the results of the vapor <br /> sampling conducted during the SJVAPCD inspection, permission to start the SVE system <br /> was granted in an email dated October 2nd, 2012. <br /> The SVE system was started on October 18th, 2012 and both the SVE and AS systems are <br /> currently operating 24 hours per day, 7 days a week. Details regarding the installation, <br /> operation and sampling of the remedial systems will be included in a Phase H. Remedial <br /> Action Installation &Start-Up report to be completed during the 4th quarter 2012. <br /> Following the continued operation of the AS system, groundwater monitoring events to <br /> assess the performance of the remedial systems were performed on September 10th and <br /> October 18th, 2012. Future events will be performed on a monthly basis. The results of <br /> these groundwater monitoring events will be included in the 2nd Semi-Annual (4h <br /> Quarter) Groundwater Monitoring and Remedial Effectiveness report. Results from <br /> future groundwater monitoring events to assess the performance of the remedial systems <br /> will be included in the semi-annual groundwater monitoring reports. <br /> Proposed 4t" Quarter 2012 Activities <br /> It is anticipated that based on available funds, the following will take place during the 4th <br /> quarter of 2012: <br /> 1. The soil vapor extraction (SVE) and air sparging (AS) systems will be monitored <br /> on a weekly basis until the middle of October, a bi-monthly basis until the middle <br /> of November and monthly after that, if system conditions permit. <br /> 2. Monthly groundwater monitoring of six (6) wells to assess the performance of the <br /> remedial systems. <br /> 3. The 4th quarter groundwater monitoring event will occur during October and will <br /> include the expanded number of wells discussed above. <br /> 4. Based on the response from the Fund regarding a change order request for <br /> additional funds submitted on October 5, 2012, a recommendation to the San <br /> Joaquin County Environmental Health Department (SJCEIID) to expand the AS <br /> system by installing three (3) additional AS wells within the core of the plume <br /> and connect them to the existing AS system will be implemented. <br /> Limitations <br /> This report was prepared in accordance with the generally accepted standard of care and <br /> practice in effect at the time Services were rendered. 1t should be recognized that <br /> definition and evaluation of environmental conditions is an inexact science and that the <br /> state or practice of environmental geology/hydrology is changing and evolving and that <br /> standards existing at the present time may change as knowledge increases and the state of <br /> the practice continues to improve. Further, that differing subsurface soil characteristics <br /> can be experienced within a small distance and therefore cannot be known in an absolute <br /> sense.
