Former Georges Servi• • Page 2
1600 Durham Ferry Road 30 April 2008
Tracy, CA 95376
injection of any materials that may alter groundwater quality or aquifer quality.
The EHD has no recent experience with the injection of ORC, but intuitively it
seems that injection of the ORC-Advanced slurry into the aquifer may degrade
aquifer quality by reducing both porosity and permeability. Please provide
information regarding the effect of the proposed injectant on aquifer quality for
the EHD's further evaluation of the proposal and for the CVRWQCB to determine
if preparation of a W DR permit will be required.
You may proceed with the approved portion of the work plan while the issue with
the ORC-Advanced injection is being resolved; the EHD believes the ORC
injection should be a later phase of work as both the AS pilot test and the ORC-
Advanced application incorporate dissolved oxygen measurements in monitoring
well MW-7, therefore the ORC-Advanced application should not be made before
the AS pilot test has been completed. Also, the proposed ORC installation points,
in the roadway are in a high traffic area and a traffic control plan accepted by the
appropriate traffic agency for that location must be properly implemented for
worker and motorist safety. Submit a copy of the approved traffic control plan to
the EHD before any work in the public-right-of-way is initiated.
Submit a well permit application with the appropriate fees, ($89 permit fee, $294
inspection fee — total $383) for each parcel and/or drilling contractor, to the EHD
by June 16, 2008.
Questions or comments may be directed to Nuel Henderson at (209) 468-3436.
Nuel C.
