PHS/EHD has the following comments are to be addressed by April 15, 1992• <br /> 1• The PHS/EHD letter dated June 11, 1991 requested that quarterly monitoring be Inlriated. <br /> Samples of monitoring wells MWl, MW2, and MW3 were collected and ana )med September <br /> 1991• Please initiate quarterly sampling and submit a t quarter of <br /> quarterly report for the firs <br /> 1992 by AAS 15, 1992- Please be informed rhat PHS/EHD inspection of samplit;g events are an <br /> important aspect of local regulatory oversight. Prior to any site activity, including sampling, <br /> please contact Mary Meays at the number below, 48 hours in advance- <br /> 2. The first recorded groundwater gradient, September 1991, was to t}1Q southeast. Subsequent <br /> gradient measurements, October 1991, indicated that the gradient had shifted to the east- <br /> tlorthellat. Additional monitoring wells will be necessary to investigat* groundwater <br /> contamination to the south and to the east of the former tanks. <br /> 3• OHS/EHD agrees with the Delta Environmental recommendation to re-excavate in the area of the <br /> former tanks. Residual contamination remaining at the conclusion of.the re-excavation attempt <br /> will require additional remediation. Please be informed that uncontrolled aeration of soil with <br /> greater than 50 ppm TPH-gas is no longer allowed. Controlled aeratior, of soil with greater that <br /> 50 ppm TPH-gas requires an air pollution permit which is granted by the San Joaquin Valley <br /> Regional Air Pollution District. Please submit a workplan for the proposed re-excavation. <br /> 4• Reports, workplans ar±d letters are to be submitted to both PHS/EHD and the Central Valley <br /> Regional Water Quality Control Board (CVRWQCB) until the investigation or cleanup is adequate <br /> for closure.
