MID VALLEY AGRICULTURAL SERVICES, INC. <br /> 11/05/2018 <br /> Statement documenting corrective actions that have been taken or will betaken for each violation documented on the <br /> County's report dated October 08,2018 for our facility with the CERS ID: 10396426 <br /> VIOLATION M3 <br /> Item b Remarks <br /> 203 CFR 112 3 Failure to implement the SPCC Plan <br /> Page 22 of the SPCC plan calls for the posting of procedures referred to as'Appendix C'near unloading and <br /> loading areas.Procedures outlined in"Appendix C"were not observed near loading and unloading areas and facility <br /> personnel could not point out the procedures near the loading and unloading areas.The owner or operator or an <br /> onshore or offshore facility subject to this section must prepare in writing and implement a Spill Prevention Control <br /> and Countermeasure Plan(hereafter"SPCC Plan"or"Plan");'in accordance with §112 7 and any other applicable <br /> section. Implement the SPCC plan as written or amend the SPCC plan to reflect current practices and procedures. <br /> This is a minor violation. <br /> Response:Procedures have been written and will be posted. <br /> VIOLATION k2 <br /> 301 CFR 112 ma)Failed to amend Plan as necessary. <br /> The SPCC plan lists audible alarms used for overfill prevention on the two 10,000 gallon tanks. Facility personnel <br /> stated that audible alarms were not pad of the system.Section 11 22 of the SPCC plan states that there are no <br /> manual valves installed on the diked areas of the facility to facilitate drainage.A manual drainage valve was <br /> observed crossing the secondary containment wall of the 10,000 gallon tanks.The drainage valve was observed <br /> near ground level,went across the secondary containment wall and terminated above a drain on the outer side of <br /> the wall.The drain was said to lead to the facilities retention pond The Spill Prevention,Control,and <br /> Countermeasure(SPCC)Plan must be amended when there is a change in the facility design,construction, <br /> operation,or maintenance that materially affects its potential for a discharge,within 6 months of the change,and <br /> implemented as soon as possible,not later than 6 months following preparation of the amendment. Immediately <br /> make all necessary amendments to the SPCC Plan to accurately represent the procedures and policies currently in <br /> place at the facility. <br /> This is a minor violation. <br /> Response:The SPCC Plan will be amended to accurately reflect current conditions and will be updated when changes <br /> are made. <br />
