The reports were received. The Dormant Oil Tank,if it has petroleum product in any concentration would be under state jurisdiction which is what the regulations that the county enforces. I don't recall if it is or not. The Certified inspector has classified the tank as a Category 2 tank,which has more stringent testing requirements than the category 1 tanks (your gas and diesel tanks) As pointed out in the report there are two testing options for the tank. One would be testing frequency of 10 year Formal External Inspection by Certified Inspector and a 20 year internal Formal Internal Inspection by Certified Inspector The other would be a 5 year Formal External Inspection by Certified Inspector and a 10 year Leak test by owner or owner's designee. All the testing would need to comply with STI SP-001 standards. The report states that the inspection intervals begin from the current inspection date which would seem to be 2019 from the inspection reports. The standard however states the following The owner shall use the AST's type,capacity, installation characteristics, and previous inspection history,if any,to develop a schedule of applicable types of inspections for each AST,per Table 5.5.The interval for the initial inspection shall begin from the AST's initial service date.If the initial service date is not known,the owner shall be responsible for establishing and documenting the initial service date(for example, from nameplates, as-built drawings,manufacturer cut- sheets,due diligence reports,five marshal inspection records, state operating permits,building code permits,etc.). If the tank is under state APSA jurisdiction (contains petroleum)the internal testing or leak test will need to be verified by the next APSA inspection,which is three years from the original inspection by the county. Based on the estimated age of the tank,the initial service date is over twenty years and internal or leak tests have not been performed per STI SP- 001 standards.
