As such, I am <br /> now prepared to respond to your letter dated 9-13-91. In order to be thorough, I would also like <br /> to respond to your letter dated 10-10-90. The contents of each letter will be addressed by <br /> reference number. Copies of both letters have been enclosed for your convenience. <br /> Letter Of 10-10-90 <br /> 1. Phase iI Investigation Report was signed and stamped on 11-20-90. <br /> 2. We requested on 11-13-90 that we be allowed to fill Monitor Wells 3, 4, 5 (dry wells) <br /> when site is declared clear. This would allow us to fill all wells in one operation. I did not <br /> find a response to this request in the files. In accordance with your request of 10-10-90, <br /> Elder Engineering will request a permit to destroy Monitor Wells 3, 4, 5. <br /> 3. A confirmation round of water analyses were done on 11-20-90. As you know we have <br /> institued a system, whereby both Elder Engineering and I call you in advance to let you <br /> know of the next sampling date. <br /> 4. The water from the development of Monitor Wells 9, 10, 11 were retained in barrels until <br /> the lab tests returned on 4-6-90 and 4-11-90 showing no contamination. The water was <br /> then drained onto the pavement at the site and permitted to evaporate. There was 300 <br /> gallons of water which was disposed of in this manner. <br /> The water resulting from the purging of the monitor wells prior to sampling is currently <br /> being stored on the site, in DOT drums with the clamp ring lid. Elder Engineering has been <br /> instructed to sample the drums to determine if the water is contaminated. If it is not <br /> contaminated, the water will be allowed to evaporate on the pavement. <br /> 5. You are correct, BH-1 was not shown on the original work plan or permit issued for <br /> Monitor Wells 9, 10, 11. However, BH-1 is unrelated to this investigation. It is located <br /> near the entrance at E Street, about 600' away. This bore hole was 20' deep and was <br /> installed as an exploratory hole to determine if there was contamination. Greg Lyon was <br /> tow present the day this bore hole was installed. The bore hole was backfilled with concrete <br /> the same day on 3-27-90. <br />
