Corporate Office
A3500 American River Drive
P.O. Box 15002
Sacramento, Calif. 95851
--- A.TEICHERT & SON, INC. Box 2009 L'•,1V R0NN1E`I°1.1'ALL HEAi-Ti-i
Stockton, CA 95201 PI R€ !T/SE—F,Cr S
Dear Steve:
I have reviewed all the documents related to the clean up at 103 North E Street. As such, I am
now prepared to respond to your letter dated 9-13-91. In order to be thorough, I would also like
to respond to your letter dated 10-10-90. The contents of each letter will be addressed by
reference number. Copies of both letters have been enclosed for your convenience.
Letter Of 10-10-90
1. Phase iI Investigation Report was signed and stamped on 11-20-90.
2. We requested on 11-13-90 that we be allowed to fill Monitor Wells 3, 4, 5 (dry wells)
when site is declared clear. This would allow us to fill all wells in one operation. I did not
find a response to this request in the files. In accordance with your request of 10-10-90,
Elder Engineering will request a permit to destroy Monitor Wells 3, 4, 5.
3. A confirmation round of water analyses were done on 11-20-90. As you know we have
institued a system, whereby both Elder Engineering and I call you in advance to let you
know of the next sampling date.
4. The water from the development of Monitor Wells 9, 10, 11 were retained in barrels until
the lab tests returned on 4-6-90 and 4-11-90 showing no contamination. The water was
then drained onto the pavement at the site and permitted to evaporate. There was 300
gallons of water which was disposed of in this manner.
The water resulting from the purging of the monitor wells prior to sampling is currently
being stored on the site, in DOT drums with the clamp ring lid. Elder Engineering has been
instructed to sample the drums to determine if the water is contaminated. If it is not
contaminated, the water will be allowed to evaporate on the pavement.
5. You are correct, BH-1 was not shown on the original work plan or permit issued for
Monitor Wells 9, 10, 11. However, BH-1 is unrelated to this investigation. It is located
near the entrance at E Street, about 600' away. This bore hole was 20' deep and was
installed as an exploratory hole to determine if there was contamination. Greg Lyon was
tow present the day this bore hole was installed. The bore hole was backfilled with concrete
the same day on 3-27-90.
