Facility SPCC Plan <br /> The purpose of this Spill Prevention, Control, and Countermeasures (SPCC) Plan is to describe <br /> Valley Pacific Petroleum Services implementation of specific measures to prevent oil discharges <br /> from occurring; to prepare Valley Pacific Petroleum Services to respond in a safe, effective, and <br /> timely manner; and to assist trained personnel to mitigate the impacts of a discharge. 4 Creeks, <br /> Inc. has prepared this plan to meet the requirements of Title 40, Code of Federal Regulations, Part <br /> 112 (40 CFR part 112), and replaces any Plan developed previously to meet current regulations. <br /> In addition to fulfilling requirements of 40 CFR Part 112, this SPCC Plan is used as a reference for <br /> oil storage information and for testing records, as a tool to communicate practices on preventing <br /> and responding to discharges with employees, as a guide to facility inspections, and as a resource <br /> during emergency response. <br /> A. Scheduled SPCC Plan Reviews <br /> Valley Pacific Petroleum Services must implement the amendments to this SPCC Plan as <br /> soon as possible following any technical amendment, but no later than six months from the <br /> date of the amendment. The Facility Manager is responsible for initiating and coordinating <br /> revisions to the SPCC Plan. <br /> In accordance with 40 CFR 112.5(b), a certified licensed engineer will review and update <br /> the SPCC Plan at least once every five years. The engineer records the scheduled reviews <br /> and Plan amendments in the SPCC Plan Review Log, Table 3.In addition, the engineer <br /> must complete this log even if he/she makes no amendments to the Plan.
