Valley Pacific Petroleum Services Stockton,CA <br /> Spill Prevention,Control,and Countermeasure Plan <br /> All suppliers must meet the minimum requirements and regulations for tank truck <br /> loading/unloading established by the U.S. Department of Transportation. Valley Pacific <br /> Petroleum Services ensures that their vendors understand the site layout, know the <br /> protocol for entering the facility and unloading product, and the necessary equipment <br /> to respond to a discharge from the vehicle or fuel delivery hose. <br /> The facility manager ensures the facility personnel who will be performing vehicle- <br /> filling operations have successfully completed training in proper discharge prevention <br /> procedures. In addition, the manager ensures they perform vehicle-filling operations <br /> according to the minimum procedures outlined in Appendix E, and he/she posts these <br /> procedures next to the loading area. Thirdly, he/she ensures the truck driver and/or <br /> facility personnel responsible for transferring the fuel remains with the vehicle at all <br /> times while they transfer the fuel. <br /> 2. Drainage Systems <br /> The facility has an existing storm water drainage system. The flow on-site is directed <br /> towards the storm water drainage system where it is collected and passed through an <br /> oil/water separator. After passing through the oil/water separator the storm water is <br /> discharged into the on-site retention basin. If any of the tanks were to leak or fail, the spill <br /> would be directed towards the storm water system and be contained within the on-site <br /> retention basin. Any minor spill caused by pumping the contents of the tank shall be <br /> cleaned immediately by on-site spill response before it can reach limits outside of the <br /> facility. <br /> 3. Spill Responses <br /> Spill cleanup kits made up of sorbent material, brooms, and shovels are located next to <br /> both the tank and the fuel islands to allow rapid deployment should a spill occur. These <br /> materials and equipment are also stored on delivery tank trucks in the event of a discharge <br /> during loading and unloading activities or any other accidental discharge. This includes <br /> events when tank vehicles are entering and leaving the facility or when spills are <br /> associated with the fuel dispensers. Appendix H of this Plan lists the response equipment <br /> inventory for the facility. Trained personnel check the inventory monthly to replenish any <br /> used material. <br /> 8 <br />
