Valley Pacific Petroleum Services Stockton,CA <br /> Spill Prevention,Control,and Countermeasure Plan <br /> Tanks are dipped by the vendor prior to filling and a calculation is made to determine <br /> the number of gallons available to fill to reach the 90%. <br /> Tank 2 (EXEMPT) is made of steel, which has been welded to form their cylindrical <br /> shape. The tank was constructed in accordance with local codes and industry <br /> standards at the time of their construction. The tanks is a double-walled, fiberglass <br /> shell construction. Tanks are dipped by the vendor prior to filling and a calculation is <br /> made to determine the number of gallons available to fill to reach the 90%. <br /> b. Facility Drip Pans <br /> Fill ports for all AST's rest on a concrete pad or have containers beneath to allow for <br /> visual inspection and contain small leaks from the piping/hose connections. <br /> c. Storm Water Retention Pond <br /> An on-site storm water retention pond add additional secondary containment for the <br /> site in the event of a spill. The approximate size of the basin was determined to be <br /> around 505,000 gallons. The Precipitation Frequency Data Server (PFDS) was used <br /> to determine the 25 year-24 hour precipitation information. For the site the 25 year-24 <br /> hour storm was determined to be 2.87 inches. Reference Appendix B for the site <br /> calculations. The total storm water storage required for the site is approximately <br /> 317,000 gallons. The retention pond has a remaining 188,000 gallons of storage. <br /> 110% of the largest tank volume (12,000 gallons) on-site is 13,200 gallons of addition <br /> storage required. As seen above and in Appendix B the 188,000 gallons is more than <br /> adequate to contain a major spill on-site if it were to occur. The retention pond acts as <br /> added protection since all tanks on-site are either double or triple-walled tanks. <br /> d. Tank Truck Unloading and Equipment Loading Areas <br /> Valley Pacific Petroleum Services employees are only allowed access to oil facilities. <br /> Their oil products are supplied by outside suppliers. The delivery drivers park at the <br /> concrete pump pad to deliver products to the bulk fuel area. The driver use drip pans <br /> when unloading products. <br /> The management team is committed to ensuring the safe transfer of material to and <br /> from storage tanks. The team implements the following measures to prevent oil <br /> discharges during tank truck unloading and equipment loading areas operations. <br /> The Facility Manager or his/her designee supervises oil deliveries for all new suppliers, <br /> and he/she periodically observes deliveries for existing, approved suppliers. All <br /> unloading of tank trucks and loading of equipment takes place only in the designated <br /> loading areas. <br /> 0 <br /> 7 <br />
