,
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD
CENTRAL VALLEY REGION
MONITORING AND REPORTING PROGRAM NO. 5-01-835
FOR
HERMAN &HELEN'S MARINA
VENICE ISLAND FERRY
SAN JOAQUIN COUNTY
Herman& Helen's Marina at 15135 Eight Mile Road in Stockton (site), is near the Little
Connection Slough and is bounded to the east by an agricultural field, Eight Mile Road to the
south, a levee to the west, and a parking lot to the north. The site has two aboveground storage
tanks, associated above- and below-ground piping, and four monitoring wells. In October 1991,
five underground storage tanks (USTs) were removed, two of them without San Joaquin County
Public Services/Environmental Health Department(SJCPS/EHD) witness or inspection. One of
the three USTs inspected by SJCPS/EHD had a hole in the bottom and two site investigations
were performed to delineate the resulting contamination. Board staff and the SJCPS/EHD
determined that the contamination was from above ground storage tanks being operated at the
site.
This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of the
California Water Code and is designed to delineate groundwater contaminant plumes and
determine whether remediation efforts are effective. The Discharger shall not implement any
changes to this MRP unless and until a revised MRP is issued by the Executive Officer.
Prior to construction of any new groundwater monitoring or extraction wells, the Discharger shall
submit plans and specifications to the Board for review and approval. Once installed, all new
wells shall be added to the monitoring program and shall be sampled and analyzed according to
the schedule below.
GROUNDWATER MONITORING
As shown on Figure 1, there are four groundwater monitoring wells. The groundwater
monitoring program for the four monitoring wells, island drainage channel, drainage ditch, and
any wells installed subsequent to the issuance of this MRP, shall follow the schedule and
analytical program in Table 1. Monitoring wells with free phase petroleum product or visible
sheen shall be monitored for product thickness and depth to water only. Sample collection and
analysis shall follow standard EPA protocol.
