California Regional Water Quality C 01611trol Board "``_
Central Valley Region M
Robert Schneider,Chair
Winston FL Hickox Gray Davis
Secretaryfor Sacramento Main Office Governor
Environmental Internet Address: http://www.sw b.ca.gov/mgcb5
Protection 3443 Routier Road,Suite A,Sacramento,California 95827-3003
Phone(916)255-3000•FAX(916)255-3015
28 March 2001
Mr. Andrew Smith
Herman &Helen's Marina
15135 Eight Mile Road
Stockton CA 95219
REVIEW OF SOIL AND GROUNDWATER INVESTIGATION AND QUARTERLY REPORTS,
HERMAN & HELEN'S MARINA,VENICE ISLAND FERRY, SAN JOAQUIN COUNTY
We have reviewed the 2 October 2000 Soil and Groundwater Investigation and Sensitive Receptor
Survey Report(Investigation Report) and the 12 January 2001 Quarterly Groundwater Monitoring
Report Fourth Quarter, 2000 (Quarterly Report) submitted by Condor Earth Technologies, Inc. (Condor)
on behalf of Herman &Helen's Marina at the Venice Island Ferry in Stockton (site). The site is a
parking area with three gasoline aboveground tanks (AGT) on a concrete pad east of Little Connection
Slough and its associated levee. Based on a hole in one of five underground storage tanks removed in
October 1991, investigation and cleanup at the site was originally under the oversight of the San Joaquin
County Public Services/Environmental Health Department (PS/EHD), Reclamation District#2029, and
the Board's Underground Storage Tank unit. Board staff and PS/EHD have since determined that the
cause of the contamination is the AGTs and the site is now under the oversight of the Board's AGT Unit.
The Investigation Report discusses 13 borings advanced during the September 2000 investigation and
results of associated soil and groundwater sampling. The Quarterly Report discusses the results of the
13 December 2000 groundwater sampling. We have the following comments on these reports:
1. The Investigation Report does not include the number, size, contents, or operations status of the
AGTs present on the site. Herman &Helen's Marina should provide this information in
subsequent reports.
2. The Investigation Report includes a sensitive receptor survey, but does not include a map with
locations of the two water wells identified in relation to the site. Herman &Helen's Marina must
provide a map in the work plan for additional investigation (see below) to show the location of
these two water wells with respect to the site.
3. The Investigation Report states"only trace concentrations of MTBE [methyl tertiary butyl ether]
are present in groundwater from the deeper soil strata." The only deep groundwater samples
were collected approximately 150 feet from the source area and on the east side of the drainage
ditch. Herman&Helen's Marina must delineate the vertical extent of MTBE near the source
area.
California Environmental Protection Agency
Recycled Paper
The energy challenge facing California is real. Every Californian needs to take immediate action to reduce energy consumption.
For a list of simple ways you can reduce demand and cut your energy costs, see our Web-site at htip://www.swrcb.ca.gov/mgcb5
