Mr. Gregory Torlai, Jr. • -4 - ' 29 April 2009
H&H Marina
surface through undocumented minor spills while being transferred from tanker
trucks to the ALTs. We do not concur that the 1 ,2-DCA detection can be interpreted
as conclusive evidence of a UST release.
4. The laboratory report for the spilt sampling confirmed that dissolved petroleum
hydrocarbon results in MW-2 are significantly reduced compared to September
2007. TPHd and TPHg concentrations were ND and 19,000 pg/L, respectively.
BTEX concentrations were 37 pg/L, 81 pg/L, 990 pg/L, and 5,900 pg/L, respectively.
Based on verbal comments by AGE, the Central Valley Water Board staff's results
are consistent with AGE's split sampling results and the decreasing concentration
trends observed in this well. The concentration of total heterothropic plate counts of
76,000 colony forming units per milliliter establishes that there is a presence of
degrader microbes in the September 2007 plume.
5. We concur with most of H & H's recommendations for modifying the MRP. The
revisions are incorporated in the enclosed draft revised MRP. We did not include
requirements for additional analysis for 1 ,2-DCA and EDB, but H & H may conduct
these analyses and report the results to the Central Valley Water Board.
6. The Annual Report is addressed to Mr. Mark Clardy of the Central Valley Water
Board staff. However, I have been the case worker for this Site for more than two
years. In future, send all reports to my attention to ensure there is no delay in them
reaching me.
7. The Annual Report states that it was prepared on behalf of Mr. Dave Smith.
However, Mr. Smith sold the marina to the current owners two years ago. This
needs to be corrected in future reports.
By 29 May 2009, please provide comments on the draft revised MRP, and by
27 July 2009, submit a work plan for the proposed boring completions, well
installations, and remediation system upgrades.
If you have any questions regarding this letter, you may contact me at (916) 464-4811
or at betaylor@wate oards.ca.gov.
BRIAN E.
