' 1.0 INTRODUCTION ' The proposed drilling and installation of four (4) monitor wells at Herman & Helen's Marina, located at Venice Island Ferry, near Stockton, California, are described in this work plan (Figures 1 and 2, Appendix A). The work plan was prepared in accordance with recommendations contained in the Soil ' and Groundwater Investigation Report, prepared by Condor Earth Technologies, Inc. (Condor), dated September 30, 1996. The recommendations were approved by Mr. Ronald Rowe of the San Joaquin County Public Health Services/Environmental Health Division (PHS/EHD). This work plan was prepared by Condor at the request of Mr. David Smith, Herman & Helen's Marina. The purpose of the well installation is to investigate and monitor the lateral extent of gasoline and ' diesel contamination at the site (Figure 3, Appendix A). The monitor wells will be used to determine the groundwater gradient and to monitor groundwater contaminant concentrations (TPH-G, BTEX, MTBE, and TEPH). Based on the monitoring data, the site may be evaluated in the future in accordance with the Standard Guide for Risk Based Corrective Action (RBCA) ASTM E1739-95 to determine if the site warrants closure or active remediation. The investigation will be conducted in accordance with the PHS/EHD, Reclamation District 92029, and the California Regional Water Quality Control Board (CRWQCB) guidelines and requirements. The work plan includes a site background, and a description of the proposed fieldwork and chemical ' analyses. A site specific Health and Safety Plan is located in the Appendix. ' 2.0 SITE BACKGROUND The subject site is located on Eight Mile Road, at Venice Island Ferry, approximately 5 miles northwest of Stockton, California, (Figures 1 and 2, Appendix A). On October 30, 1991, Warren E. Gomes Excavating, Inc., of Rio Vista, California, excavated and removed three (3) USTs (TKI, TK2, and TK3) from the site. The USTs contained gasoline and diesel fuel. A Condor representative was ' on site during the UST removal to collect soil samples. The field activities were observed by Carol Oz of the PHS/EHD. A small hole was found on the lower fill end of TK3 (diesel tank). Petroleum staining and odors were noted in the soil beneath the former locations of the USTs. Groundwater was not encountered during the UST removal. Six (6) soil samples were collected by Condor from the �� CONDOR
