transfer by Grantee in trust or by way of mortgage or hypotheca- tion covering all or any part of Grantee 's property, which transfer, mortgage or hypothecation shall be for the purpose of securing an indebtedness of Grantee or for the purpose of renewing, extending, refunding, retiring, paying or cancelling in whole or in part any such indebtedness at any time or from time to time. SECTION 13 : ANNUAL PAYMENTS : The Grantee shall, during the life of this franchise make annual payment to said County, in lawful money of the United States , for the rights and privileges granted by this franchise, at the rate of one-half cent ($0 . 005 ) per inch of nominal internal diameter of the pipe times the number of lineal feet of the pipeline here- tofore or hereafter installed and maintained within the highways . No later than Marc: 1 , of any year, Grantee shall file with the Clerk of the Board of Supervisors of County, a verified statement showing the length of pipeline maintained in said highways , the nominal internal diameter of such pipelines , the rate per foot . and the total amount due as a franchise fee for the preceeding calendar year or fraction thereof . Said annual payment shall ne made on or before the fifteenth day of March of each year , for the twelve (12) month period ending on the preceding December 31st . In the event any pipeline shall have been subject to the terms of this franchise for only a fractional part of said twelve ( 12) month period, the payment therefor shall be computed in the proportion which the number of days in the said fractional part of the twelve ( 12) month period 'bears to 365 . Failure to make timely annual payments , for whatever reason, will constitute grounds for the declaration of a forfeiture of this franchise and of all rights thereunder . SECTION 14 : SHUT OFF VALVES : On all pipelines installed over drainage ways or waterways , trestles or bridges , shut-oft valves shall be installed wherever and to the extent necessary to protect life and property from fire or contamination in the event or a leak or break in said line . In all forest, brush or grass areas , all trestles or sup- ports shall be constructed of noncombustible materials . SECTION 15 : MAPS OR PLANS : After completion or any work authorized herein , the Grantee shall furnish the Director of Public works with at least three ( 3) copies of detailed maps or plans showing location , size and depth of installation of franchise property. -5-
