F
MEL
- Manteca RECEIVED
June 21, 199
2797-89-16 ,JUN 2 6 1990
ENVIRONMENTAL HEALTH
Mr. Doug Wilson PERMIT/SERVICES
County of San Joaquin
Department of Public Health Services
1602 East Hazelton Avenue
Stockton, CA 95205
SUBJECT: UNION PACIFIC'S FOUR (4") INCH DIESEL FUEL LINE
LOCATED IN EIGHTH STREET
Dear Mr. Wilson:
The intent of this letter is to inform you of the construction process of
the Eighth Street/Fresno Avenue Sanitary Sewer/Storm Drain Trunk Line
Project, in relation to Union Pacific's four (4") inch diesel fuel line.
It was previously discussed that Union Pacific Railroads four (4") inch
diesel fuel line may be temporarily removed within the limits of the
proposed pipeline construction. We are working with the contractor toward
a plan that would maintain the integrity of the existing four (4") inch
line during construction through shoring and bracing. In the event a
satisfactory plan is not worked out, we want to have a backup work plan in
place so construction can continue. The backup plan would require removal
of the pipeline, as we previously discussed, and our proposed work plan is
described below.
Construction will begin at the extreme west end of the project on the
week of June 18, 1990. It is estimated that the project will last 120
days. It is also estimated that work will not reach the subject
intersection until 80 days from startup, with work lasting approximately
2-3 weeks. The process for the temporary removal of the four-inch (4")
diesel fuel line is as follows:
A) Excavate and expose four-inch (4") diesel fuel line within the
limits of temporary removal .
B) Cut and cap each end at the locations stated earlier.
C) Remove existing section of pipe, keeping it intact such that is
can be reinstalled at a later date.
D) Have a representative of San Joaquin County Department of Health
Services on-site to examine the underlaying soil once the pipeline
is removed. It is understood that is there is no visual evidence
of soil contamination, either a vapor survey or soil boring will
not be needed.
E) Begin trenching for the installation of both the sanitary sewer
and storm drain trunk lines.
NOLTE and ASSOCIATES
Engineers / Planners /Surveyors
123 North Sycamore Avenue, Suite 101, Manteca, CA 95336 Tel: (209) 239-9080
