Section 3: Introduction <br /> ' 3.1 Site Description <br /> ' The Site is located southeast of downtown Stockton, California, and extends in the north-south <br /> direction for approximately 2.5 miles (Figure 1), and includes the railyard area between Charter <br /> Way on the north, and Industrial Drive at the south. An unnamed ditch drains the eastern <br /> boundary of the Site, and extends from the northern entrance to the central portion of the Site, <br /> ' where the ditch joins with Duck Creek. Duck Creek runs parallel to the railyard for <br /> approximately 2,000 feet, at which point it turns west and enters a set of four culverts that route <br /> the creek under the tracks. Approximately one-third of a mile west of the Site, Duck Creek <br /> ' enters Walker Slough. <br /> 3.2 Background <br /> This Health and Safety Plan has been prepared to address petroleum hydrocarbon impacts at <br /> two areas within the Site. <br /> ' Culvert replacement at switch 014, near the August 2003 fuel release (Figure 2), has been <br /> proposed in order to eliminate the apparent source of petroleum hydrocarbons in water samples <br /> collected at this location, and to resume direct discharge to Duck Creek. Site investigation <br /> activities at this area have been documented in multiple reports, including the Site Assessment <br /> Report(Kennedy/Jenks 2005). <br /> ' The soil investigation is being conducted in the area north of the Repair-in-Progress (RIP) <br /> facility, and south of the 8th street entrance in order to assess soil conditions which may <br /> contribute to the detections of petroleum hydrocarbons in stormwater draining in to the <br /> ' unnamed ditch along the eastern boundary of the Site.
