See the Phase 1 assessment and <br /> Versar-McLarenlHart(1996), and the Phare Ii assessment (Black& Veatch, 1998x) for a detailed <br /> description. <br /> Previous Property Owners and Lard Uses <br /> The historical chain of title for the property included ownership by members of the Weber family <br /> (Black & Veatch, 1998x). The predominant historic land use has been industrial and commercial. <br /> Historic aerial photographs from the years 1953, 1964, 1970, 1979, and 1996 and Sanbom Fire <br /> Insurance Maps from the years 1895, 1917, 1950,and 1972 indicated the presence of freight sheds <br /> and transportation loading terminals on the northern and southern,portion of Weber Block, and an <br /> open Stockton Channel extending across the center of the site to El Dor:*do Street priot to 1950. By <br /> the early 1950s,the Stockton Channel was covered by a parking lot supported on treated wood piles <br /> (Black & Veatch, 1998a). <br /> a Shell Oil Company began leasing a portion of the property in 1955 from C.M. Weber Enterprises <br /> Inc. and operated a gasoline service station, with underground storage tanks (U,M), on the <br /> northeastern portion of the site from approximately 1955 to the early 1980s(Leedshill-Herkenhoff, <br /> Inc,, 1990, as cited in Black& Veatch, 1998a). This portion of the property was later occupied by <br /> the Bridgestone Tire and Auto Repair facility. Gasoline USTs associated with this former land use <br /> were removed in 1981 and a waste oil UST was removed in 1991 (Black& Vcatch, 1998a). The <br /> remainder of the site was used for parking at that time. <br /> A soil vapor extraction system was operated in the northeastern portion of the site beginning in 1992 <br /> to remediate residual petroleum hydrocarbons from soil in the area of the former USTs located on <br /> the property. Soil vapor extraction was performed continuously until 1996. A groundwater <br /> extraction system was operated from 1993 to 1995 to assist in controlling migration of petroleum . <br /> compounds in groundwater, and to enhance soil vapor extraction. The soil vapor system-was also <br /> augmented in 1994. by a groundwater oxygenator system(Black&Veutch, 1998a). (Results of soil <br /> and groundwater sampling are discussed under the Summary of Sampling Activities and Results <br /> Section below). <br /> Current Property Owner and Land Uses <br /> The City of Stockton is the current owner of Weber Block.The site is entirely capped with asphaltic . <br /> concrete,vacant,and is surrounded by a chain link fence.The site is placarded as no trespassing, no . <br /> dumping,and no parking. The property is no longer used as a parking lot, as the piers upon which <br /> the parking lot rest are failing(Siegfried Engineering, 1995). The paving on the site was in moderate <br /> to poor condition with some sink holes identified in areas of the site, Drainage grates were observed <br /> on the portion of the property supported by piles.
