Sant Bye BASELINE; 510 420 1707; Nov-9.99 16:25; Page 10;29 <br /> Two sealed 55-gallon drums and one five-gallon allon bucket were observed to be stored on-site at the <br /> g <br /> time;of a July 1999 site reconnaissance;the drums were labeled with a green label. Specifics on the <br /> label could not be read from the fence line. Green labels are generally reserved for unclassified <br /> materials,where the classification is pending laboratory analysis,or for non-hazardous waste. These <br /> drums are likely from continuing groundwater sampling at the site at the former Shell <br /> Station/Bridgestone Tire and Auto Repair facility. <br /> Foundations of former structures located on the property and the location of former underground <br /> storage tanks were not observed during the site reconnaissance. In addition,no odors, stained soil <br /> or pavement, pools of liquid, sumps, pits, ponds, lagoons, or septic systems, stressed vegetation <br /> (including vegetation of any kind), solid waste storage, or other equipment were identified. <br /> Immediate off-site land uses identified during the site reconnaissance generally included other <br /> commercial land.uses (hotel, glass shop, state building,parking lot, the Stockton Channel, and an <br /> unpaved area) (Figure 3). <br /> Hazardous Substance/Waste Management Information <br /> On- and off-site hazardous substances and waste management information for former and current <br /> lend uses at Weber Block and adjacent areas are briefly described below. Historic and/or current <br /> hazardous materials and hazardous waste management practices may have contributed to subsurface <br /> contamination at the site. Subsurface contamination may,in turn,impact human health or ecological <br /> health if exposure occurs. . <br /> 14 Onsire Land Uses <br /> Hazardous substances and waste disposal practices, including the types and volumes of materials <br /> disposed for former warehousing and transportation operations, are unknown. It is unknown what <br /> was stored in the sheds formerly located on the,property and transported from the Ioading terminals. <br /> Four 4,000-gallon underground storage tanks were used to store gasoline and one 500-ga4lon UST <br /> was used to store used (waste) motor ail as part of the Shell Service Station. in 1953, one of the <br /> 4,000-gallon USTs was remo'ved and two 7,500-gallon USTs were installed to store gasoline. It is <br /> likely that small quantities of outer hazardous materials may also have been used and stored on the <br /> site for this past land use,for example, solvents,paints,and vehicle fluids. Small quantities of these <br /> wastes may have also been generated on-sitc. <br /> The service station discontinued selling gasoline in 1981 and all five gasoline USTs were removed. . <br /> The waste oil tank remained in use at the site until June 1990,when it failed aprecision tank test and <br /> was pumped dry. The waste oil tank was later rem.ovvd in 1991. As discussed above, soil vapor <br /> extraction (SVE) and groundwater vapor extraction systems (GVE) were later operated on-site to <br /> remediate releases associated with these former USTs. Theses stems were o <br /> rem _ Y 1erated-'with the <br /> oversight of the San Joaquin County Public Health Services, Environmental Health Division(San <br /> Joaquin County), who is the lead agency for the leaking underground storage tanks located in the <br /> northeasternP ortion of the site.
