Activities <br /> for assessing interest in the project included: initiating contacts with regulatory agencies to present <br /> an approach to environmental assessment and restoration of the Stockton WaterfrontArea(including <br /> Weber Block),and holding numerous public participation activities. Public participation activities <br /> included an. initial workshop to introduce the Stockton Watertroat Committee (Waterfront <br /> Committee)to the Brownfields Project(including the Phase II investigation at Weber Block and the <br /> Environmental Master Plan). City staff provides updates on the project,specifically Wcber Block, <br /> at every monthly meeting. The Stockton Waterfront Committee is considered to be the City's <br /> official representation of various interest groups in Stockton. ' <br /> together representatives of the City,business leaders, financial institutions,developers,and special <br /> interest groups to help develop a plan for the waterfront area. The Task Force, later known as the <br /> Stockton Waterfront Committee,meets monthly in a public forum that allows for attendance by the <br /> public. <br /> The Stockton Waterfront Committee created a strategy for development of the waterfront area called <br /> the Waterfront Revival Vision and Action Plan. This Plan was adopted by the Stockton City Council <br /> work to guide d <br /> evelo�merit of the <br /> Stockton waterfront and <br /> to 199G.This document laid out the fraane S P <br /> I� identified specific key projects that the Waterfront Committee believed should be undertaken to <br /> "create an environment that invites private sector investment to the Waterfront." All designs for <br /> redevelopment in the waterfront area must be a development .or <br /> d b the Stockton Waterfront Committee to <br /> approved Y <br /> be implemented. <br /> Weber Block Redevelopment <br /> Following the Waterfront Committee's recommendations for Weber Block, the City of Stockton <br /> purchased the property and secured grants and loans from the Department of Housing and Urban <br /> DeveloP merit's Economic Development Initiative program to fund design and construction for <br /> proposed redevelopment of Weber Block. The City later contracted with HDR Engineering to. <br /> design Weber Block. <br /> The designs process was divided into two phases, the development of design concepts,and the final <br /> design and preparation of construction documents. The purpose of the first phase of the design was <br /> to develop an initial design concept for the Weber Block based on the Waterfront Committee's <br /> V ision and Action Plan and to present the concept for public review and comment- The HDR team <br /> then refined the concept based on public input received and presented a fs'nal design concept to the <br /> 973 69sek pea.-N- I M99 31 <br />
