SpntBASELINE' 510 420 1707• Nov-12-99 9:03• Page 6/6
property related to the former underground storage tanks at this location and based on the
future remediation of the adjacent ARCO property, and environuiiental investigations
completed to date.
• Significant public participation activities have occurred in response to redevelopment within
the Stockton waterfront area, and in particular the redevelopment of the Weber Block
Property. Future public participation activities are also planned, as described above. No
additional public participation activities are warranted at this time.
Prior to proposed redevelopment of the Weber Block property, the selected contractor for the
redevelopment of the property should remove the treated piles underlying the failing parking
structure and dispose of these at an appropriate landfill based on a waste characterization of
the piles. The contractor should follow all applicable Occupational Safety and Health
Administration (OSHA) worker health and safety requirements during piles removal. The
Department of Toxic Substances Control should be notified of the date of removal and
disposition of the piles.
• The drums observed during the July 3999 site reconnaissance, believed to be used to store
purge water and decontamination rinsate water from ongoing groundwater sampling of the
Shell wells, should be removed from the site, and transported to an appropriate offsite facility
for recycling/disposal in accordance with local, State, and Federal requirements.
• The City of Stockton should ensure that gaps in the seawall are repaired,as proposed under
the proposed redevelopment project for Weber Block, to prevent shallow groundwater
migration into the Stockton Channel. Proposed redevelopment activities should continue to
include provisions to prevent human contact with surface water and sediments in the Stockton
Channel, and signage and physical methods(i.e.,rails, fish screens) should be implemented,
as proposed,to prevent swimming and fishing in the proposed water square area.
The contractor or the appropriate designated party for redevelopment of Weber Block should
implement the mitigation measures for environmental protection, as described in the Weber 3
Block Redevelopment Environmental Impact Report, once finalized. 1
1
y
97369stk.pca wpd-k 1/9,;Y9 35
i
h
