4 <br /> Resolution N 9f) � 023 <br /> STOCKTON REDEVELOPMENT AGENCY <br /> RESOLUTION APPROVING AN OVERSIGHT AGREEMENT WITH THE <br /> STATE DEPARTMENT OF TOXIC SUBSTANCES CONTROL <br /> FOR THE WEBER BLOCK <br /> WHEREAS, the City has been designated as a Pilot City under EPA's Brownfields <br /> Program and received a $200,000 grant to develop an Environmental Master Plan (EMP) <br /> which would serve as an action plan for the reuse and cleanup of"Brownfields" properties <br /> in the Waterfront area, which includes the Weber Block; and <br /> WHEREAS, the Redevelopment Agency did, on September 8, 1998, exercise its <br /> option to purchase the Weber Block, closing escrow on October 30, 1998; and <br /> WHEREAS, the City has received a $500,000 Brownfields Economic Development <br /> Initiative Grant (BEDI) and companion $3,000,000 Section 108 Loan which have been <br /> earmarked for development of the Weber Block; and <br /> WHEREAS, the Agency authorized issuance of a Request for Proposal (RFP) from <br /> qualified firms for design of the Weber Block and awarded a contract to the selected firm, <br /> HDR Engineering, Inc., on March 2, 1999 (Resolution R99-008); and <br /> WHEREAS, this contract includes preparation of the necessary California <br /> Environmental Quality Act (CEQA) and National Environmental Preservation Act (NEPA) <br /> documentation for development of the site which address mitigation of the substances <br /> found at the site; now, therefore, <br /> BE IT RESOLVED BY THE MEMBERS OF THE REDEVELOPMENT AGENCY-OF <br /> THE CITY OF STOCKTON, AS FOLLOWS: <br /> 1. That the contract with the State Department of Toxic Substances Control <br /> (DTSC) for review of site investigation and remedial action plan documents for any <br /> environmental clean up work needed on the Weber Block in an amount of $11,583 is <br /> hereby approved and the Executive Director is authorized to execute said contract, a copy <br /> of which is attached as Exhibit."A" and incorporated by reference. <br /> R 99 � 023 <br /> DATE AUG 1 7 1949 <br />
