El Dorado Street ) and 33459 et . seq. <br /> Stockton, California 95202 ) <br /> ) <br /> I . INTRODUCTION. <br /> 1 . 1 Parties . The California Environmental Protection <br /> Agency, Department of Toxic Substances Control ( "DTSC" ) and the <br /> Stockton Redevelopment Agency ( "Agency" ) enter into this <br /> Oversight and Consultation Agreement ( "Agreement" ) . <br /> 1 . 2 Site . The property which is the subject of this <br /> Agreement ( "Site" ) is bordered on the north by East Channel <br /> Street, on the east by North El Dorado Street, on the south by <br /> East Weber Avenue and on the west by North Center Street, in <br /> Stockton, San Joaquin County, California. The Site property <br /> consists of 1 . 9 acres and is identified by Assessor' s Parcel <br /> Number (s) 139--090-02 . A diagram of the Site and a location map <br /> are attached as Exhibit A and Exhibit B . <br /> 1 . 3 Jurisdiction. DTSC and the Agency enter into this <br /> Agreement pursuant to the Polanco Redevelopment Act, Health and <br /> Safety Code ( "H&SC " ) section 33459 et . seq. , which authorizes a <br /> redevelopment agency to take any actions that the agency <br /> determines are necessary to assess, evaluate, investigate, <br /> monitor, remove, correct, cleanup or abate a release of hazardous <br /> substances on, under, or from property within a project area, <br /> pursuant to cleanup guidelines to be requested from DTSC, and <br /> under the oversight of DTSC, for which the Agency shall reimburse <br /> DTSC. DTSC and the Agency also enter into this Agreement <br /> pursuant to H&SC section 25355 . 5 . This section authorizes DTSC <br /> to enter into an enforceable agreement with a proponent to <br /> oversee the characterization and cleanup of a Site . <br /> 1 . 4 Purpose . The purpose of this Agreement is for the <br /> Agency to prepare site investigation documents and, if necessary, <br /> a remedial action plan, and implement remedial measures at the <br /> Site.
