El Dorad-o Street, Suite 200 <br /> w-.Stockton, California-9520 <br /> PRELIMINARY ENDANGERMENT ASSESSMENT: WEBER BLOCK PROPERTY, <br /> STOCKTON, CALIFORNIA <br /> The Department of Toxic Substances Control (DTSC) has completed its review and <br /> evaluation of the report entitled "The Preliminary Endangerment Assessment, (PEA) <br /> Weber Block Property, Stockton, California," dated November 1999, submitted by" <br /> Baseline and updated in March 2000. The PEA Report was submitted to meet the <br /> requirements outlined in the Oversight and Consultative Agreement HSA-A 99100=009, <br /> effective August 22, '1999. <br /> The purpose of the PEA is to determine whether past or current practices have <br /> resulted in the release or threatened release of hazardous substances which pose a <br /> threat to public health or the environment. The property is currently vacant and was <br /> purchased by the Redevelopment Agency of the City of Stockton for the purposes of <br /> developing.into a water square/public meeting area. This letter provides a final <br /> determination for the need for further remedial action or land use conditions. <br /> Former uses of thej.9 acre Site includes:--freight-and.:transportation c_ompanies.;for <br /> storage merchandise, Bridgestone Tire and Auto Repair, and a Shell gasoline service <br /> station. A significant portion of the Site is a covered lot supported by treated wood <br /> pilings. All underground storage tanks (USTs) have been removed under the <br /> oversight of the San Joaquin County Public Health Services, Environmental Health <br /> Division (SJCEHD). A soil vapor extraction system operated from 1992 to 1'996 and <br /> was augmented from 1993 to 1995 to include a groundwater extraction system. <br /> SJCEHD will be evaluating additional information before making a determination for <br /> final closure of the former Shell station. Since SJCEHD will continue to oversee <br /> necessary actions for the former USTs, it is not necessary for DTSC to make any <br /> additional recommendations concerning soil or groundwater issues associated with <br /> the UST releases from the former Shell station. <br /> © Printed on Recycled Paper <br />
