EI Dorado Street <br /> Stockton CA 95202 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has reviewed the <br /> "Quarterly Monitoring Report— First Quarter 2000"dated June 13, 2000, that was submitted by Cambria <br /> Environmental Technology, Inc. (Cambria)on behalf of the above referenced site. <br /> The report documents the groundwater-monitoring event that took place at this site on March 29, 2000. <br /> On that date groundwater samples were collected from five monitoring wells, two recovery wells and four <br /> vapor extraction wells. Analytical results of these samples showed methyl tertiary butyl ether(MtBE) in <br /> six of the eleven wells, at quantities ranging from 9.43-2,050 parts per billion (ppb). EPA Method 8260 <br /> confirmed the highest level of MtBE at 2,220 ppb. These results are consistent with site trends. <br /> The report recommends switching to semi-annual sampling at this site, of only three of the monitoring <br /> wells. In the"Quarterly Monitoring Report— Fourth Quarter 1999", dated December 15, 1999, Cambria <br /> proposed to discontinue monitoring at this site all together. PHSIEHD informed Cambria that quarterly <br /> monitoring must continue. Cambria was told that if they wished to submit a written proposal for reduced <br /> monitoring and if they could show that good data could still be obtained from the reduced monitoring, data <br /> that would show deep contaminant levels, shallow contaminant levels, the ND line and core movement of <br /> the plume, PHSIEHD would review it. To date no such proposal has been received by PHSIEHD. <br /> Title 23, Division 3, Chapter 16, Article 5, Section 2652(d)of the California Code of Regulations (CCR) <br /> requires that"Until investigation and clean-up are complete, the owner or operator shall submit reports to <br /> the local agency or Regional Water Quality Control Board, whichever is overseeing the clean-up, every <br /> three months or more frequently as specified by the agency'. The Central Valley Regional Water Quality <br /> Control Board (CVRWQCB) requires that all contaminated sites conduct quarterly monitoring.
