rr
205 North Center
July 1997
Page 2
On August 29, 1995, an UAR was filed in response to a drive off. The dispenser was
reportedly repaired. The report noted that some gasoline reached the storm drain that was
subsequently cleaned out. No gasoline reportedly reached McCloud Lake. On September 1,
1995, a Proposition 65 Notification was filed in response to a drive off. The dispenser was
reportedly repaired. On October 4, 1995, a Proposition 65 Notification was filed in response to
a drive off. On August 2, 1996, an UAR was filed in response to notification that the brine level
fell below the alarm activation level. On August 6, 1996, a Proposition 65 Notification was filed
in response to an unauthorized release related to the activation of the monitoring alarm system.
141 North El Dorado Street
PHS/EHD has reviewed information related to the investigation and remediation at a former
Shell facility located at 141 North EI Dorado. All gasoline underground storage tanks were
reportedly removed in 1981. The site underwent soil vapor extraction, groundwater
oxygenation and groundwater extraction beginning in 1993. Confirmation soil borings in 1996
indicated that the soil was effectively remediated. Concentrations in the groundwater had
declined to near non-detect until analysis of methyl tertiary butyl ether (MTBE) was initiated in
1996. Concentrations of MTBE have increased notably in the upgradient well since Shell
started analyzing samples for MTBE. PHS/EHD has enclosed copies of groundwater analytical
results and a site map of 141 North EI Dorado Street for your information.
PHS/EHD's review of tank testing records and the site's UAR history, coupled with MTBE
results from neighboring monitoring wells, indicates that ARCO may have or had a release of
gasoline products to soil and/or groundwater. PHS/EHD recommends that ARCO voluntarily
initiate an investigation of soil and groundwater surrounding the tank system.
If you have any questions or comments, please contact Mary Meays at (209) 468-0337.
Donna Heran, REHS, Director
Environmental Health Division
Mary Ways, Senior REHS Margare Lagorio, REHS
Site Mitigation Unit Supervisor
cc: Elizabeth Thayer, CVRWQCB
cc: Alex Perez, Shell Oil Company, PO Box 4023, Concord CA 94520
cc: 141 North EI Dorado Street LOP file
